Sounds like a fuel pump going, for sure. My car wouldn't even start with less than 40psi, much less 21. A good clue to me was the pressure bleeding off, sounds like the diaphragm.

Mech F/P is a tossup, you mention a 355, but don't say if it's a TPI or TBI, or carb? If you have a TPI, mech is more difficult and expensive due to having to have an isolation...
