The springs are trying to rotate the nose of the axle up. If the car is sitting on the tires, then the weight is increasing that upwards force at the tip of the torque arm.

Those cast aluminum covers are GM #12480127. I found them at Summit Racing, for a lot more than I remember! Or similar is GM Performance slant-edge #141-925. Neither I've seen as polish or chromed....
