My understanding is that swaps are still legal as long as you swap to a same year or newer and keep the smog equipment that came with the motor. The motor has to come from the same type of vehicle....

Take the battery and the alternator out and get them bench tested. Autozone will do it for free, i assume O'rielly's will also. Dont buy new parts just to test them. If they test good, reinstall...

I agree. 19v is high. Alternator should be in the 14v range. If you are strapped for cash, you can just try replacing the regulator for around $15. Its inside the alternator, but not to tough to...
