I just got the chance to look at my Haynes manual, and it does show the instrument cluster being independent of the ECM. It looks like all reference voltages are relative to the 10A Gauges Fuse...

The PROM that GM puts in the memcal is a one time use as far as I know, so you will need to replace the PROM on the memcal unless you piggy-back, in which case you don't have to touch the memcal...
