Injectors work on a ground signal from the ecm. Power alone doesn't make them work. You can make a noid light with an 1156 bulb and solder on a couple of wires.

If the gauge on the new cluster does the same thing as the old cluster I would test the tank sending unit 1st. Make sure the tank has a good ground. The sending wire should ohm out differently...

Ground the sending wire at the tank, should then read full. If not than that wire could have an open between the tank and the gauge, or could be the gauge itself.

Like said, amp isn't on unless your tuner is. If the tuner is off and no lights lit on the amp and it's still drawing power, yah amp probably shot.

The socket the bulb pushes into is not making good contact with the metal ribbon.
Clean the bulb holder contacts, and maybe stretch them a little and clean the contacts on that metal ribbon.
