Fuel pressure can and will be fine even if the diaphram is leaking internally. This is the reason it burns his eyes when he starts it, the diaphram is leaking and filling the cylinders with fuel....

Replace or rebuild the fuel pressure regulator. It is very likely leaking. When it leaks down after the car is shut off it is dumping fuel into the cylinders, thats why it runs really rich at start...
