Yes, the fan speed will be lower. However the current draw will not increase, quite the opposite, it will decrease to half the rated draw. And they will be running at 25% of their rated cooling...

I have taken the steering column apart only once but what you are probably looking at is a problem with the turn signal cam that might work only one way and not the other.

On the TBI models, the HVAC panel grounds the coolant fan relay when you move it into the A/C or MAX A/C position. That circuit might work while the others don't because this circuit...

Yes, a damaged HVAC panel would account for all your issues, for sure.
Do you see more than 15 volts while driving? Otherwise code 53 might be the wrong code.

Yes, red to orange makes perfect sense and it sounds like a blown fuse then because you are back feeding power from the red wire, through the orange wire to the brown wire and then to the compressor...

Is your HTR A/C fuse good?
The only way jumping the red and purple wires on the blower relay could engage the A/C clutch would be if the HVAC panel was set to cool and it was backfeeding the power...

Yes, like I said, you will need to use your old/stock 1991 harness which has the VSS connector. And if you still have your old 1991 transmission, it should have the VSS in it.

'86 did not have an electronic speedometer, it was cable-driven. So you won't find it on the old harness, you will need to use part of your 1991 Firebird harness.

Carbs are technology from ice-age, they do not use chips. They were invented before people had running electricity. :)
So you do not need any chips for your carbed engine.
