Thanks for the photos. I just solved your problem. Attach a ground wire from the 10mm screw attaching the solenoid to the body ground location below the pull-down unit. That will solve your problem....

Those manual release cables are for emergency use when the solenoid release fails. As was recommended pull the side panels that contain the rear speakers and look for the tonneau release solenoids.
