Ok, so the fuel lines are the only wants that should be shooting fuel. Since there’s fuel in the vacuum line coming from the regulator, you mentioned there’s a hole in the diaphragm. That should be replaced. I’m guessing this is the reason it won’t start since it’s not getting the appropriate fuel pressure. What about the vacuum leak? Should I plug it? I don’t know where it goes. I should be able to get the new regulator sometime around Thurs and i’ll have time around Mon to install it, so hopefully it won’t rot in the backyard anymore haha.

The fuel regulator uses engine vacuum. A vacuum hose attaches to the regulator housing. My guess is that is the hose that is not currently connected. See attached photo.
