Might not be your relay. As long as your fuel pump primes when you turn the key you should be ok. It sounds like it could be a VATS issue. The VATS is vehicle anti theft system. Uses a resistor in the key, if the computer reads the proper resistance in the key the car starts if not, your going nowhere. Since you have a 91 TPI setup the donor car would have used this setup. The only way to disable it is to get a custom chip with it removed or to wire in a resistor of the same value where it would read it from the key. Come to think of it the vats used a separate box usually buried in the dash on the passenger side I belive, you would need that to use the resistor trick. Should be labeled passkey system or such. Hope that helps

VATS does not kill the fuel pump. It kills the fuel injectors and the starter.

Are you using the computer out of the 91? If so, the VATS very will may be the issue. Your chip will need to be reprogrammed to disable VATS.
You might want to post this over on the DIY PROM board. I am using 89 code in my 86 vehicle, and had to disable VATS for it to work correctly.
While you are at it, you might as well change all the basic parameters in the chip for your new engine.
