Engine: 5.0 LB-9/5.7 LS-1

Transmission: 700R-4/4L60

Axle/Gears: borg warner 3.27's

91 z28 no codes but no throttle response

Hello all trying to diagnose my 91 l98 z/28 currently no codes present but I have no throttle response and the oxygen sensor is not moving from rich to lean on my scan tool it is on lean with car idling any help would be great
