New emission laws coming??

My buddy was telling me that he's heard in 2013 the emission laws will be changing so that any car with OBDII will need to be tested, but anything before that will not need it. Something about not using a dyno just plugging into the OBDII port and a sniffer in the exhaust pipe. Has anyone else heard that yet?

I heard Ohio was getting rid of emissions for everything but 96 and later cars, which was the year OBDII was on every car. OBDII starting being put on cars in 1994.

Either way as long as they don't change the historical plates year limit or collector plate qualifications I'll be fine. 2014, your coming soon, that or $5k of good parts for collector plates, which do look prettier than plain white background with black text (Dang Ohio being decades behind plate design).

The government here seems pretty intent on screwing drivers any way they can and the system is already in place to test pre-87 so I'd be surprised to see them ease up when they've basically got people by the throat - even when laws make no sense it's a bad tactic for governments to back off and show weakness - gotta keep kickin people to the dirt at every opportunity so they don't wake up and catch on.

(This one pisses me off because an American company did this review/report. Not because I don't like Americans, don't jump the gun on me cause I don't have a problem with our friends south of the border - but because our gov't keeps on saying "keep jobs here, choose Canadian services/items first!" and they can't even do it themselves. Even some of our highway signs were done in the states, and we have our own sign shop!!!!)

Summary of Proposal: The Ministry of the Environment proposes amendments to Ontario Regulation 361/98 (Motor Vehicles) made under the Environmental Protection Act. The amendments to the regulation would modernize the Drive Clean program, including the implementation of computer based emissions testing for light duty vehicles.

The proposed amendments would prescribe new On-Board Diagnostic (OBD) emissions test standards and emissions testing equipment for 1998 and newer light duty vehicles, and prescribe two-speed idle (TSI) tailpipe test standards and emissions testing equipment for 1988 through 1997 model year vehicles. The current dynamometer test and emission standards prescribed in section 9 of the regulation would be revoked as of January 1, 2013. Also proposed is a change to the regulation to provide the Drive Clean Director the ability to enhance repair technician training and effectiveness.

The proposed regulatory amendments will ensure that the program continues to be effective in reducing harmful vehicle emissions of smog-causing pollutants such as nitrogen oxides (NOx), hydrocarbons (HCs) and particulate matter, as well as carbon dioxide, which is a greenhouse gas.

The proposed changes would modernize the current Drive Clean program to provide a more accurate inspection and increase the effectiveness of vehicle repairs. The proposed amendments are detailed below.

1) Eliminate the current Acceleration Simulation Mode (or Dynamometer) tailpipe test and emission standards and the fuel cap integrity standard prescribed in section 9 after December 31, 2012, and replace it with:

a) On-Board Diagnostic (OBD) test standards and OBD testing for 1998 and newer light duty vehicles registered in the Drive Clean program area, and require OBD training for all Drive Clean inspectors and repair technicians, beginning November 1, 2011.
b) Standards prescribed in section 8 and the Two Speed Idle (TSI) tailpipe test for 1988 through 1997 light duty vehicles and those vehicles that cannot be OBD tested, beginning January 1, 2013.

2) Allow enhancements to the future administration and delivery of the Drive Clean program including:

a) Authority over whether repair technicians who perform inappropriate or faulty repairs would be required to undergo additional training or be permitted to remain a Drive Clean repair technician.
b) Other Amendments

In addition to the environmental proposals detailed above, the ministry is also proposing the following administrative amendments:
• Removing obsolete sections of Ontario Regulation 361/98; and
• Assisting Drive Clean facilities, inspectors and repair technicians during the transition period to full OBD implementation.

Well I know that :P My beef is more with the gov telling us to support Canadian products and they don't do it themselves.

As for the topic, meant to add that I'm not sure if the visual check is still there but it probably is as these all talk about amendments to the existing specs.

well... ... you still shouldn't be complaining as we have some of the strictest emissions laws in the world... specifically referring to California... although an OBDII vehicle, I don't see what the big deal would be to require emissions testing other than to collect fees... because if something is wrong with the emissions testing, getting a bad reading... freakin' car gets a mind of its own and sends your rear home in limp mode ....

yeah I know, I'm sure it's coming but I dread the day. I know its for the greater good but there are so few of our cars and older what impact do they REALLY have. Mine will fail visual cause I don't have an EGR valve with the new motor. Guess I could glue one on :P

that's what I'm saying ... forgive the 95 and older vehicles from having to pass a sniffer test... I say as long as your vehicle is burning the fuel within specs, it should all be allowed...
