Low Voltage to Fuel Pump

My 3 month old Walboro pump is making a very loud noise, almost like its cavitating. It all happened when my battery went dead and I jumped the car to get it started. After repeated cranking and it not starting, I decided to replace the battery. This is when it would start and run for a few seconds then turn off, and the fuel pump would make this loud noise. I found out I'm only getting 8 volts to the fuel pump! Why am I only getting 8 volts to my fuel pump? Is my fuel pump relay bad?

Please help!

Try replacing the relay first. then re-test.
