Black soot

Im getting watery black soot spurting out of my tail pipe mostly at startup and idle. My garage floor and driveway is marked by where the car has been idling. Nothing around the outside of the tail pipe. I read this is a rich condition but is this normal at start up? any advice to fix this? Thanks.
