Fuel preassure issue

Ave a slight problem I think ... I just got my engine back in and running and while the engine is on fuel preassure seems good and steady ... But I noticed the other night that if I key on engine off my preassure goes up to the set 20psi then falls to 0 ... When I first got it all togherher when I turned the key on it would jump to 20psi and hold that preassure without the pump or engine running ....

This is a 91' firebird with TBI and factory regulator delete with an aero motive VRFPR
