91 Camaro not shifting out of first with pedal to the metal

Engine: 350 tpi
Transmission: auto/stock
Axle/Gears: stock
91 Camaro not shifting out of first with pedal to the metal

When I'm petal to the metal, it doesn't want to come out of first to second... it's as if you put the shifter in first and left it there but it WON'T go over whatever RPM it's expecting to shift from first to second (tac is not working). Now if I go 1/2 or 2/3rds on the petal, it shifts perfectly.. there is no slip what so ever.. engine is super tight..

Any ideas what might be causing this?

This is on a 1991 Camaro Z28 with an engine swap.. I don't know anything about what else was done to it but looks like there is a lot of new parts.. engine is ultra smooth on idle, doesn't miss a beat even when hammering on it..

Either the TV cable that controls the shifts is not set correctly or the governor in the trans is stuck.
Set the TV cable 1st and see what affect it has

You make no mention of what engine , carb or EFI .TBI or TPI .....?
I will definitely look into that.. I assume if it's the governor stuck the repair is going to be expensive if I don't do it myself?

Also, is there any clue as to why it shifts perfectly as long as I'm not full on the throttle? Does it point to one more than the other for a potential fix?

It's a 350 5.7litre and I would assume still TPI.. I don't see a carb on there.. I just got it so I really don't know many details.. sorry

part throttle shifts = TV cable

WOT shifts = governor

I would get the tach fixed first, and then see how far it revs in 1st gear @ WOT before it shifts to 2nd.
It could be someone was playing with the governor to alter the shift points at WOT, don't be worried just see where it's at.

I did this to mine so I could drag race in "D" and not worry about shifting. I adjusted the governor to give me WOT shifts at 6000 RPM on my 383 setup.


The governor is easy to service / replace. the cap is on the drivers side of the trans.. its a round cap with a metal clip to hold the cap onto the trans case.. You mofidy the governor by replacing the springs and weights, pretty simple. B&M makes a kit for it.
