Leaky injector?
89 TPI 305, injectors were replaced 8 years and a few thousand miles ago (not sure of brand). have some issues with idling, probably a bad IAC, replaced the intake gaskets last week and the inside of the plenum was wet with fuel. pressure regulator is good. Car starts instantly when cold, takes 2-3 seconds of cranking when warm. runs great mileage is about right. haven't ohmed the injectors. Fuel pressur eis good, does drop fairly quickly when key off though, haven't pinched return line
Is there any reason to have fuel in plenum besides a leaky injector or regulator?

nope, I can't see how your fpr can be good with those issues, I can say I've had those same issues and it turned out to be the regulator . after running the car and its nice and hot turn the car off then put the key to the on position and remove the vac line that's connected to the fpr see if gas is visible or spewing out of the fpr...for me it was a blown diaphragm and gas was pissing out of the vac port of the regulator assembly.....mind you I had the same exact issues you are having, gas in plenum cold start no problem hot start was a hard start and progressively got worst, I thought it was the fuel pump going bad so I went to diagnose it and had to remove the vac line , then came the gas spilling out of where the vac line would be connected to, let me know
