Gas smelling tinted smoke

Okay, I have an 83 LG4 T/A with CC qjet. All emissions equipment intact. In fact it has a new cat and new emissions parts ie. canister purge valve, egr coolant switching switch, all new vacuum purge hoses (properly hooked up). In addition it has new plugs and wires, rotor, cap, a vacuum guage hooked up, and new heated O2 senseor. All adjustments to carb, including, tps voltage and MC dwell. My Vacuum gauge runs steady at idle with 19" of manifold vacuum. The carb has been profesionaly rebuilt about 6 months ago.
So now the problem. This is the same problem before I replaced every emissions freakin thing and the carb. When I initially start the car (2 presses on the accelerator pedal, then turn the key) the car starts no problem, and this strong smelling gas cloud comes out the back. The cloud is greyish, not blue, not black but not quite white, maybe tinted blue. There is no smell of burning oil or burning coolant. The car immediately idles great WITH NO cloud. Anywhere between 3 to 15 minutes (3 minutes in warm weather and 15 minutes in cold weather) later at idle the cloud comes back and doesn't go away. It becomes more pronounced if I step on the accelerator (a burst of cloud instead of just constant). SO WTF is it??? Emissions in NYC is nearly impossible these days and I have been trying to get this thing to run right for years. I've been bribing mechanics to get me the emissions sticker, but they are now becoming impossible to find.
I've tinkered with idle mixture screws and Idle air bleed, but my dwell is within specs AND any adjustments seem to have no lasting effects on the cloud. Timing is adjusted to about 8 degrees base (done with timing light)
Please help before I kill all my neighbors, their kids and the surrounding plant life or the EPA has armed gunmen knocking down my door.
