The guy across the street has a 97 30th z28 with the lt1. The car won't start up. When you turn the key the engine doesn't even try to turn the starter, it makes no noise at all. Are there any certain relays to check? Where are they? We checked all the fuses and they are all fine. Any info would be helpful.

Tap on the starter.
May be so called "dead spot" (starter failing)
or - solenoid if built in may not be operating.

Passkey system kills the starter. Try another key?

Try with shifter in neutral instead of park or push clutch in and out with key in start position.
