Oil leak at base of dipstick

When I removed my headers the dipstick tube pulled out from the side of the oil pan. After reinstalling everything I have an oil leak from that same spot. It looks like it was removed before because there was a bunch of black RTV around it. Is that the best way to seal that and is it suppose to pull out that easily?
It looks like they just put the tube in there and smothered a crap load of RTV around it.

The dipstick tube should be a fairly snug push fit. You may have to swage the end slightly larger so it has a better interference fit. Sealant is optional.

Is it common for oil to leak from there? Could it be from excessive crankcase pressure?
