TBI floods
Soooooo I’ve red some of the other posts regarding flooded TBI I’ve tried some remedies and nothing. So when it’s cold outside 8c or colder I can’t even get it to shudder I pull the plugs and #3,5,4 and 6 and soaked if I heat them with a torch to clean them off and put them back in hot its almost fire if I clean them with a brush nothing. I’ve tried pumping it 3 times holding to the floor to clear the flood and nothing I’ve pulled distributor and found TDC and replaced distributor thinking timing was maybe out as it is a new distributor TBI is completely rebuilt including fuel pressure regulator and new injectors new coil and fuel pump new ecm plugs and wires and every sensor except O2 sensor and thermostat. I don’t know where else to check or what I’m missing

I'd recommend new spark plugs, toss the current ones.
Is this fresh gas? Or left over from the Summer? If left over it is easily a gas problem. Summer gas doesn't want to burn in the cold winter months. Just last week I had to put some fresh gas in a car that was not wanting to start. Summer versus Winter fuel.
No need for the three pedal pumps, just hold the go-pedal down while cranking. That will invoke clear flood mode.
Pop the air cleaner off and observe the injectors/pod at key-on, engine-off. Any fuel? If so then time for TB gaskets. No fuel should appear at all unless cranking.
If you have a scan tool it is worthwhile looking at the engine coolant temperature sensor (CTS) value. The lower it is the more fuel gets dumped in during cranking.

WHICH "TDC"? TDC-Compression, or TDC-Exhaust/overlap? Makes a big difference.
Has it run since all these "new" parts were installed? If not, you've maybe got faulty "new" parts. In particular, why did you change ECM? Does it have the correct PROM?
