Need carb adjustment for smog?

Need carb adjustment for smog?
Hi everyone,
I am in the process of getting my 83 Trans Am getting smogged. I have made some repairs and felt like I was close to getting it to pass, but I recently took it in for a smog and failed due to high CO readings. I was told by the smog tech that I should have the carburetor adjusted as it is running too rich. The car is an LG4/T5 car. In preparation for the smog I have recently replaced the catalytic converter, the check engine light 'Lamp Driver' and the AIR pump belt as it was removed by the previous owner.
Does anyone have any suggestions as to any shops that know carbs and would be able to get it adjusted properly? I want to get this car smogged so I can start driving it again.
Any help is appreciated. Thanks.

HC passed? How high was the CO? Do they test for NOX?
If everything related to the carb is functional, and the CO is just a bit high, preventing you from passing, then all you need to do is dump about 1 quart of denatured alcohol into the gas tank. It will make the CO reading go to near ZERO. I have done this for years.
Edit: I see that you are in California. That is a nightmare in itself. As I understand it, California changed the numbers you have to meet to LOWER than the numbers that GM had to meet when these cars were made. I don't know that you can actually pass even if your car was frozen in time for the past 36 years and just brought out now.
