Need help with fuel pump

Transmission: 700r4/4l60e
Axle/Gears: 2.77/3.23
Need help with fuel pump

Hey everyone need help!!! put in my eng and wiring hook up the ecm tryed to start but no fuel pessure so tested the fuel relys no current going to it so jumped them and can hear the relys work click ,click just no current going thru . put new pump in when I jump to the rely pressure goes up even put my extra ecm in and still no current. so my question is why is there no current do you think its the vats any help you can give will be great thanks guys!!
