Looking at an 84 Camaro, but...
Iv got my eyes on an 84 Camaro to compliment, not replace, the notchback. Very clean, White with a flawless tan stripey interior.
However, my issue is with the engine. It has an Edelbrock intake and carb sitting on top of it. I don't think that will pass emissions. I know in California the first emissions test after selling a car falls on the previous owner to ensure it passes. is that true in AZ? Would I have to source all the stock parts to get it to pass? Its been sitting on the lot for almost a year. He wants almost $5k for it which I think is WAY to high.
just trying to see if I should try to pursue this or find something else.

Depending on how much work you want to do, I saw '84 in a junkyard in PHX today. An '84 Matrix Convertible conversion with the BLUE top still in great condition!! . All convertible conversion parts were still there too. interior is becoming gutted but a GREAT start for a very unique 84 Camaro.

I think a junkyard car is a little bit beyond the scope of what I want to do. After all, the question remains, why is it there?
Its an 83 camaro, not an 84, but here is the link. I have no intention of paying anywhere near close to his asking price. Along with teh fact it has been on the lot for almost a year.

Coming off a car lot, it should pass emissions. Private sale, could be anything. Ask to see the last emissions test on it. The carb shouldn't make a difference though. An 83 would most likely have had a carb on it anyway, they just put a different one on it. A good cat and a tuneup and it should go through. If not, play with the timing until it does and then set it back to right after leaving the testing station.
Or I've got an 82 that passed it's last test several years ago before I put it on collector car so I wouldn't have to test it anymore. Everything is still there, I just didn't want to have to keep up with it enough to test it every year.
