Trying to remove my tachometer board.. cluster gauge removal issue

Engine: 350 tpi
Transmission: auto/stock
Axle/Gears: stock
Trying to remove my tachometer board.. cluster gauge removal issue

In order to remove the tachometer board do I need to drop the lower dash pad? I'm referring to the one under the steering column that has 3 torx bolts at the very bottom of it.. I removed these and the damn thing doesn't budge.. If I don't need to then I'm not sure how the bottom section of the plastic black piece that is in front of the clear plexi glass.. can anyone please explain how the heck I get this off? It's driving me insane!! Thank you!
