Mechanical fuel pumps can fail, but they are usually a pretty robust unit. It is easy to see if the carb is getting fuel, take the air cleaner off and open the throttle. Watch to see if fuel comes...

Re: Jet starting point for 650 dp on 327

Some holleys have a "four corner idle" system, which has two screws on each metering block.

Based on your observation of no idle screws on the rear metering block, go with the #36 air bleeds.

Re: flooded carb and wont stay running

First thing, find out where the gas is coming from. If one of your fuel lines has a major leak, that would explain the gas covered engine bay and stalling.

If the gas is leaking from the carb...

Re: cold weather operation holley 750 dp

You won't be able to get optimum performance at 40F and 90F without changing jets. You will need to bump up your jetting to get it to run right when it is that cold.

Secondly, the air gap...

You can find complete TPI systems on ebay or at your local salvage yard for a reasonable cost. In the end it should be much less work to fix the system you have rather than convert to a carb.

Unless you know what you're doing and have the proper tools (bearing separator, press, torque wrench, dial guage, etc) you are better off only changing the oil and axle seals.
