It's also vented to make sure the system free flows when the engine applies a vacuum and is drawing vapor into the combustion chamber to burn. Think open straw vs blocked straw.

I wish AZ did that, they make every car after 1967 emissions test inside of Phoenix. Didn't have to worry about it before because I was out of the city, no such luck anymore though.

It does this with both the cap that came on my car originally (from 1991) as well as a brand new one I bought from the dealer. It's definitely the tank.

I just went to O'Reilly and bought a new fuel pump relay, not sure if that is going to help anything but it was fairly cheap. I think i found a video on how to check the injector pulse... Will see...

Only fires with starter fluid and turning the ignition to the crank position, yeah. Otherwise, the starter just turns the motor until I get tired of hearing it not start lol.
