Unless you have to have an aluminum head, a vortec headed 383 will likely accomplish your goal. That said, a new engine will suck up quite a bit of that budget. Headers and exhaust and a trans swap...

Its been my experience that if the wire from the battery to the alternator is bad, you will get a very low reading from ^ #2, even if the alternator is charging properly.
