Cooling fan issues

Hey y’all just had a few questions on my 89 rs 305. Looks like the previous owner had the wires snipped off and put together by butt connectors and electrical tape and the fan would never kick on...

It's not the balancer is the pulley itself, and unfortunately I've looked everywhere for the pulley and the only one that's correct is well over $300 which is ridiculous for a pulley lol
