I'm no expert in pricing but I'm sure there has been no interest because you want $4,000 for a car that doesn't run/have an engine in it. You are never going to get back what you paid for the parts....

No sanding needed, that rust is right through the panel. Probably the only quick fix would fiberglass, bondo alone is not an option. The right way to do it would be a new quarter or at least a rust...

I wouldn't do it but it looks pretty slick. There is a whole market for kit cars out there and its interesting to see one made from a V8 Camaro rather than a tiny V6 Fiero.
