I'm using the aldl Bluetooth scan from 1320 electronics and the A020 file. Whatetever the software on the phone (aldl droid or aldl scan tool) I read the same value.

According to the service manual the fan should start when the temperature reaches around 223°F and stay on for 30s.
If the ECM fails the override switch will start the fan.

I've tried to use a calibrated resistor in replacement of the coolant sensor to see where the problem is coming from. With a 240 Ohms I should read a temperature of 195°F where I have in fact 160°F....

I have checked all the connections and everything is fine. Used cleaning fluid in all connectors just in case. I am wondering if it's not a bad information from the aldl scan ?

I've checked the gauge and it's fine. When the thermostat opens at 198°F, the gauge is given the right temp but the ECM tells a temperature around 160°F

That's strange. I've checked the O2 sensor and everything seems to be OK. The loop is closed most of time (except at idle after 1 min or so) and the signal on the aldl tool seems to be perfectly fine.

If I move the distributor and set the timing to 10° the motor runs poorly : no torque at all. Not surprising as the EST doesn't seems to work as it should be (increase the timing). that's the reason...

I’ve tried for sure to disconnect the EST cable to optimize the timing but unfortunately it doesn’t work. With or without EST the timing is the same. Could the ICM be defective?

When the est cable is disconnected the base timing is around 30degrees. When the est cable is reconnected the timing goes to 20 degrees at idle. If I increase to 3000 rpm, it goes to 36 degrees.
