Yup those are known as "cross lace" wheels and were used in different forms on GTAs, Trans Ams, and Buick Grand Nationals. There should be "front" and "rear" cast into the back of the wheels also.

Yes the new style band clamps are way better, and a lot easier to install, then the older style u-bolt type. The only upgrade from the band clamps is to move to a v-band clamp like you'd see on turbo...

Sounds like the factory in tank pump either isn't wired correctly or just isn't working. I would start by making sure the relay for the pump is good and that it's getting power and is in working...
