Yes, since you blocked the IAC port, the TB plates weren't open enough to allow the engine to idle. Every time we start a TPI, the IAC starts closed and then pulses (counts) on its way to more open...

I had to buy the spring from an aftermarket place and install it myself. I did not look for a new hose with spring - yet. It was a bit of a PITA to get the spring in and on our cars the lower hose...

Holy grail recovered! Passed CA smog with flying colors.

Put in a new Walker CalCat which didn't help.

Replaced EGR valve, checked EGR valve solenoid, replaced EGR sensor, replaced vacuum lines...
