Car: 1984 Firebird

Transmission: T5

Finally legal after 12 years! (+ Oxygen Sensor question)
So, after 12 long years, she lives! I acquired her back in 1999 when she still have the original 2.8 V6, and a 700R4. After the transmission started slipping, I decided I wanted to go after an LT1. Its funny how things like a wife, kids, school, and work get in the way, but it's finally done!
So, onto my question. I'm getting a CEL after a few minutes of driving, code 13 and code 63, which seems to tell me the O2's are bad. The engine is a 93, but I converted over to heated O2's since I do run shorty headers. I have the heater fuse currently pulled, because when its in use, the engine starts doing this thing where it revs and then almost stalls - no CEL is set during this. To me it almost seems like it only goes into closed loop when the heater is enabled, but the readings must be way out of wack for it to be running like that. It seems to be currently running way rich, but I'm assuming that's because it only runs in open loop. Any advise to what's going on would be appreciated!

Both are open circuit codes. Break out the multimeter and test the wiring before buying any parts
Also, uplugging them will force CL. If the problem persists, its something other than HO2s

I had the ground and ecm feed reversed. I just fired up data master and saw that it went into closed loop within 30 seconds of running. Just went on a test drive and no CEL this time, thanks for the help!
