Out of curiosity, has anyone ever seen or have first hand knowledge of one of the supposed 50 350 1986 Z28's that supposedly slipped through?

Re: 87 5.7's
We'll assume he's really asking about 86...
They didn't "slip through".
Since that combination was not emissions certified, it couldn't be sold.
PERIOD.
They ceased to exist.

The supposed 50 test cars that were produced in 86, what did GM do with them after the testing was completed? Sell for scrap?

Scrap, for sure. Can't say about "sell". Doubtful though. A company like GM has no need to "sell" something so insignificant. Would have cost them more than it was worth. They have a whole department that takes care of stuff like that. Just look at how many carcasses they have to deal with after crash testing.
One thing is certain: they would NEVER have been able to be titled or licensed anywhere in the US.
