Hedman headers & aftermarket headers question.

Hedman headers & aftermarket headers question.
I am going to order a set of Hedman headers part # 68470. They're the short style headers. I was looking at a few brands such as Flowtech, Pacesetter & then Hedman and I think based on my research and some advice given to me that the Hedman headers are the best bet.
I'm going to have a custom y-pipe made by a guy in Illinois and I'm removing my catalytic converter & muffler/tailpipes completely to have one full 3" exhaust running from the headers. I like the dual exhaust but I will just have one pipe coming out but I may end up buying a dual tip. I was talking to a neighbor of mine who told me that if I get a aftermarket system on my car that I won't need to keep my catalytic converter even for my every 2 year safety inspection. He simply said that if you have headers with a aftermarket set-up that I won't have to keep it. I always thought that I had to retain my cat converter just for visual inspection but I could be wrong?
What are your opinions of this set up?
