Tbi to tpi.
I am swaping a 1991 camaro tpi in a 1992 c1500. Got fuel pressure, pump cycles and will start with Spray carburetor cleaner in throttle body and will run, but no injector pulse. Bought universal harness from speedway. Have ecm out of 1991 camaro. Thanks

Was the vats removed on the ecm? If not, it's looking for that signal at the moment

I second the motion...your truck never came with VATS but the TPI of that era did. It can be programmed out of the PROM or the appropriate signal generator can be added to make the ECM happy.
