I give up...For now!
I had an issue with a tool so I decided to change gears for the day and look into removing my VATS. Easy right? So I quickly go to the driver side kick panel, look under the dash and rip out my power window relay. Oops! So with the power window relay back installed into the car I searched high and low for anything that resembled the starter enable relay. Everyone says it is on the driver's side kick panel below the hood release. Well, for the life of me I can't find it. Could it be further under the carpet? Did they put them somewhere else on 92 TBIs?

Is that a VATS bypass module? The VATS deal also shuts down the injectors on startup if the ECM doesn't get the right signal.

Mine was there so I can't help you with where it is, but it is a pretty sizable black relay with some chonky wires going to it so it's gotta be somewhere between the ignition switch and starter. The factory service manual should tell you its whereabouts.

Using them, I was able to locate my relay. Oddly, it was not behind the kickpanel, but directly behind and a hit above the fuse block, electrical-taped to a large section of wiring harness.
Mine looks slightly different than yours in that it does not have any mounting tabs on it. It is a square Hellarelay, and looks similar to ones I have pruchased at Radio Shack for various projects."

Some cars have the Start relay in a different location, under the dash I think?

The Connector on the Left Side of the Image is for the VAT System Starter Enable Relay.
In the Image the Relay is removed and the "Power IN" to the Relay, as well as the "Power OUT" of the Relay has been Spliced together...
Bypassing the Relay.
