Mystery wire

I am in the process of putting in a new wiring harness that got cut up by the previous owner

And underneath the steering wheel column it looks like there’s a random black wire that was cut. Can anyone tell me what wire this is? Is it a ground?

Could be almost anything. If it was original, probably would be a ground. Doesn't look particularly factory though.

Trace it and see where it goes.

Looks like the Cruise Control cable/wiring,........ Does the turn lever have Cruise Control on it ??

It sure would be a good thing if you were able to locate a GM service manual for your car. Those manuals have all the wiring diagrams to figure out what is what. I simply could not get along without my manual.

The horn wire is black that could be what that wire is. Does the horn presently work?
