The arrow is pointing to the terminal below the radio fuse, which I am thinking is just another available connection to the radio circuit so you can connect something else on the "accessory" switch position. For instance, a turn on wire for an amp so it is only on when the ignition switch is in accessory, or run
If you look at the diagram to the right you can see the back side of the fuse panel where there are also more connections for ignition, hot and accessory (radio), and I think the front terminal is just an extension of the rear connections, for people that want a quick and dirty way to connect more circuits in the car

Well, that is why i specified accessory. There is a key position that is accessory only, if you turn the key back toward you instead of forward. Acc-->Off-->Run-->Start So that terminal and fuse works in Run and Accessory positions. There is also a terminal on the back of the fuse block if you need another one
