what's this by my fuse box?
Pardon me if I ask a lot of dumb questions.
I am trying to figure out what this rod thing is near the fuse box, by the steering column. Please see the pic:

the switch that will allow you to crank the starter only when the clutch pedal is stepped on
Some hilljack appears to have decided to hack it out of its rightful place and wedge it up in there, maybe with that tie-wrap you can see, so the car could be started even with the clutch engaged. As if that's A Good Idea somehow.
It'd be a GREAT idea to put it back like it belongs, if it's not too trashed to be properly restored to its functionality.

That's exactly what it is.
Some hilljack appears to have decided to hack it out of its rightful place and wedge it up in there, maybe with that tie-wrap you can see, so the car could be started even with the clutch engaged. As if that's A Good Idea somehow.

My Dad must have moved it; replacing the ignition, and other parts that had been previously wrecked, was the last project he was working on when he got sick and died.
