Why doesn't this bulb illuminate on my digital dash? (not burnt out)

Car: 1989 Trans am GTA
Engine: 305 TPI
Transmission: t56 6 speed
Axle/Gears: 3.45
Why doesn't this bulb illuminate on my digital dash? (not burnt out)
I'm replacing all of the lights in my dash to LED and noticed that the circuit board that houses the panel for battery, oil and water temp has a light in it that doesn't illuminate. I've tried replacing the bulb and cleaning the contact but with no luck. Anyone know the reason for this? thanks

is that bulb dependant on any other boards? because I've got an odometer board that went bad and I'm just wondering if that's effecting it
