Voltmeter, Low when hot, high when cold

Car: 1989 IROC & ROLL-Z
Engine: L98 Vortec FIRST TPI
Transmission: T56, Mech Speedo
Axle/Gears: G92 J65 3.27
Voltmeter, Low when hot, high when cold

Did a quick search for an obvious answer but came up empty. I assume this is either a grounding problem or a bad gauge.
Volt meter reads low (around 8?) when hot, (summer, after driving car for a minute) and extremely high (almost maxed) when its real cold out. I have verified the voltage and it never really changes from 13.4 to 13.1
Anyone have similar problems with a solution?

Sounds like the gauge if you verified the actual charging system voltage. either a magnet or the winding is bad in the gauge.
