Wipers won't shut off

Wipers won't shut off
The wipers on my 83 TA decided to run all the time while the ignition is on. They just started doing this today. In the OFF position, they seem like they are going to do the final swipe but they just keep on going. All other positions, the wipers worked normally. The only way I could get them to stop was to shut the ignition off.
I checked for obvious loose connections but that was no help. I finally ended up unplugging them so I could drive the car.
Any ideas what might be wrong?

Wipers Always On - Wish It Would Rain !
It’s the park mechanism or a bad switch.
Disconnect the wiper motor module connectors C1 & C2.
Have the wiper switch in the OFF position.
Have the key in the ACC position.
Measure voltage on C2a.
Measure voltage on C1b.
They need to be zero.
If you have voltage there the switch is bad, or a wire is shorted to a voltage source.
