purple starter wire has power in run position also

purple starter wire has power in run position also
Shouldn't the purple wire only have power in the start position?
I completely disconnected the ECM, which I would think that alone would kill all starter power?
Anyway the ONLY power I have hooked up to the car is the one terminal coming off the starter with the 2 red wires that run in to the bulkhead by the brake booster and the other that runs over by the blower fan. That terminal is hooked directly to the battery.
Anyway went and looked at the starter relay in the dash kick panel.
With the relay pulled the big yellow wire has no power in any position, but the big purple w/ white stripe wire has power in both the start and run position but not off of course.
If I turn the key to start, it does trip the relay, but in this case that gives power to the big yellow wire.
Whats going on, this worked the other week as the car was drivable. It has to be because I am pulled the engine and only have power going to the above mentioned place but it still doesn't make sense?

the ecm doesnt power the starter at all, so disconnecting it won't have an effect on the starter.
And the purple wire gets power from your yellow wire via the gear safety or clutch safety switch...so it shouldn't be hot all the time.
Could be a bad safety switch that has shorted out somehow and allowing a direct short betgween the 2 wires, but I have never heard of that before.
What does the starter do with the purple wire connected and the key on, does it stay engaged?
oh yeah....one more question.

If I pulled the center console and the saftey switch there is still has power at that same purpleish w/ stripe wire.
Even if it was a short, the yellow wire should have power and doesn't.
Also a short I wouldn't think would go away when I turn the key to off.
Purple wire does go off with key off.
I plugged the ecm in. managed to get 5 volts in run and 12 in start??
Being that this worked before it has to be something with the direct wiring I would think.
I haven't tried it with the starter because I didn't want to hurt anything. I just had a colt meter on the purple wire.
