First, check to make sure the fuse isn't blown.
If not, use a test light or a multi tester to check and see
if you are getting power at the horn when you try to honk the horn.
If your not getting power, then the rellay may have gone bad.

The 3rd gen horns were flakey at best. If the fuse is blown your lighter and power door locks won't be working either. The contact ring in the steering column is most likely the problem. Pull the steering wheel, then carefully pull the black plastic shroud under it. Under there you'll see a brass ring with some tabs on it, if it has shifted the tab that goes under the horn connector won't be there any more. You'll need to play around with the ring to get the tab back in place, once you get it back in place superglue the ring in place on the right side so it can't slip any more.
