Vats Trouble Code 46
I was literally putting the final chip in the ecm and now I'm getting a "no start". I'm getting a code 46 and mark where Vats OK is listed. So it's the vats, fine. I deselected enable vats, burned a new chip and it still won't crank. And it pulls the same codes. I did wait 10 minutes between tries. I have a 92 tpi using 7730 ecm. According to what I read, I should be able to just to uncheck the vats enable/disable and it should start. I shouldn't have to bother with the fuel relay, right?. I do hear the fuel pump engage. What are my choices? Bypass module? Or could the EBL solve the problem?

I could be wrong, but I believe your VATS module does 2 things (when it's working):
1. Grounds the starter bypass relay when IGN is in Start.
2. Sends a square wave to the ECM that enables injector pulse.
So, tuning it out of your chip will let the injectors pulse, but you still need to bypass the starter relay to send juice to the solenoid.

It doesn't crank at all. I thought I wouldn't have bother with the relay due to the tpi.
