Need help identifying MEMCAL (searched)

on the chip
Delco

2183

on the side of brown base
68767 8909


what is this from and can i use it? (Its for a 1991 z28 w/305 tpi)

APTH: 1989 C/H car w/ LN3 3800 and 2.84 gears and is intended for california emissions. goes in a 1228253 ECM.
