ebl flash stuck on dyno please help

This is specs of the car, and below a note from the tuner describing our problem, i sent it to bob at dynamic efi, but havent got a reply yet so i thought id try here also.
Vette 1985 Auto
355 ci
10.2.1 compression
world products sportmans 2 heads
tpis zz9 cam
1.6 rockers
edelbrock base
24 lb injectors
tpis runners
1 5/8 longtubes, 2 1/4 dual exhaust
edge 9.5 2800 lockup converter 700r4
Forced the tune to open loop to tune on the VE tables
Car will be at 15.2 AF on the 1st pull and with no changes make a 2nd
pull right after and the AF will be 14.2 Why the differences??
The data log shows the car going to 97KPA is that too high for a NA car??
Please check the tune and see if we are missing something and the data log.
Also is there a way to tell what is controlling the A/F IE: is it in
Open loop or closed loop like upon start up?? With the car in closed
loop the idle would be fine for approx 20 seconds then the A/F would
shot up to like 16.3 and surge. We even tried adding fuel in the VE
table at the KPA and RPM and still wouldn’t help.
Any suggestions would be greatly appreciated.

Do you have a heated NB02 sensor?

In the WU there is a flag for CL. Top left I recall.

It is a bit odd the A/F shifted. Unless it fell out of CL due to a non heated NB02. Or engine was fully heat sunk. Doubt it would vary that much. But you say you are running OL....Did you disable EGR? Same on charcoal can purge?

Surging is ofter a lean condition. Surge is a common issue on a modded motor.

If you go back to CL I would try OL idle. Or Ol < 15-20 mph. It will enrichen the idle. I would flatten the VE cells around idle RPM/MAP. Lock SA idle by setting flag. Fill in the constant for the idle SA you desire. Reduce the SA compensation values or zero them.

97 MAP is good. Says you are getting full atmospheric pressure. I am at 95 and that suggests I have a restriction.

Also is there a way to tell what is controlling the A/F
AF is controlled by the VE table with input from modifiers(ie coolantemp, etc.). CL A/F is held to stoich by feedback from NB02 sensor.
