OTC Scanner not displaying coolant temperature (Saab) ?

OTC Scanner not displaying coolant temperature (Saab) ?
I know it's not a 3rd gen question, but really don't want to join a Saab forum for this question.
A neighbor has a 2002 Saab with 2.0 Turbo, he reports that when it gets hot it shuts down but re-starts after it cools. I put my OTC Nemisys scanner on it to check for codes and monitor the data stream.
There is no Coolant (engine) temp category stream displayed, there is air temp but no engine temp?
Discover that the fan does not come on..that's why it gets hot and shuts down.
Is it possible that the problem is in the ECM or wiring which results with the no coolant temp display, therefore no command to the fan relay?
I'd be happy even with a PM on this one...

since a lot of newer vehicles use the pcm to control the fans, a bad sensor could cause the fans not to be correctly turned on. however, a bad sensor should also trigger a DTC code and throw on the check engine light as well...
